Countries with Bilateral Legal Assistance Agreements with Estonia

Find out which countries have bilateral legal assistance agreements with Estonia and when documents can be used without legalization or apostille.

In most cases, powers of attorney and other official documents intended for use in Estonia must be legalized or apostilled. However, this requirement is waived if the document is certified in a country that has a bilateral agreement on legal assistance with Estonia.

As of March 2025, Estonia has bilateral legal assistance treaties in force with the following countries:

  • Latvia

  • Lithuania

  • Poland

  • Ukraine

 

Note: The bilateral agreement between Estonia and Russia was terminated on March 14, 2025 and is no longer valid.

What This Means

If a power of attorney or other legal document is notarized in one of the above countries, it can be used in Estonia without an apostille or legalization. Documents from other countries must go through the standard process.
